Docket No. 50-354

Public Service Electric & Gas Company

ATTN: Mr. C. A. McNeill, Jr.

Vice President - Nuclear

Post Office Box 236

Hancocks Bridge, New Jersey 08038

Gentlemen:

Subject:

Inspection No. 50-354/86-14

This letter refers to the special inspection of your SAFETEAM program by

Messrs. J. Strosnider and E. Conner conducted from February 3 to 7,1986 at the

Hope Creek Nuclear Generating Station, Hancocks Bridge, New Jersey. The in-

spection consisted of observation of the program, document reviews and in-

terviews. The findings w,

e discussed with Mr. R. Salvesen, Mr. O. Lyon and

other members of your staff on February 7,1986.

From an NRC perspective SAFETEAM '.s essentially an extension of the overall

quality assurance effort and the approach used in this inspection was to

determine if SAFETEAM, as a Public Service Electric and Gas Company sponsored

program, is effective in identifying and resolving employee concerns.

The inspection report concludes that the Safeteam process at Hope Creek has

satisfactorily identified and resolved employee concerns during the final

stages of plant construction and preoperational testing.

It is believed that

the program has had a positive effect on overall plant quality and safety.

Areas where improvement could be made involve determination of root cause and

generic implications, and evaluation of reportability to NRC.

It should be

noted that the SAFETEAM program is not an NRC requirement. Nonetheless, NRC

reporting requirements are still applicable and must be satisfied.

Your cooperation with us is appreciated.

Sincerely,

t
