OF THE OCTOBER 14,1998, MEETING WITH THE NUCLEAR ENERGY INSTITUTE TO DISCUSS THE SCHEDULE FOR CONTINUED DEVELOPMENT OF PERFORMANCE ASSESSMENT PROCESS IMPROVEMENTS A meeting was held on October 14,1998, during which the industry and the NRC discussed methods for the continued development ofimprovements to the performance assessment and regulatory oversight processes. The agenda used for the meeting and the list of participants are attached.

The meeting was opened with a discussion of the results of the September 28 to October 1, 1998, Performance Assessment improvement Public Workshop. Handouts of this discussion are attached. In addition, the NRC gave an overview of the framework, inspection, and assessment task groups which will continue the development of the comerstone framework for improvements to the regulatory oversight process. Finally, NEl provided the results of a review of their proposed performance indicators that was conducted using historical plant data. The results of this review are attached.

There is a level of licensee safety performance that could warrant decreased NRC interaction It should not be expected that any process could provide a " leading" indication to every plant event caused by the failure of an SSC or human error The process should establish risk-informed thresholds that would trigger early interventions to arrest declining performance prior to it l

becoming unacceptable i

Performance indicators (PIs) (supplemented with some inspection) will i

form the rebuttable presumption for licensee assessment t

Pls and their thresholds should be risk-informed (maximize) i

To account for the varying quality of licensees' PRAs, Pls should be selected generically to the maximum extent possible. Site-specific thresholds for these Pls would be set if necessary.
