Gentlemen:
This refers to the special safety inspection conducted by Mr. D. S. Butler of
this office on August 29 through September 2 and September 12-16, 1988, of
activities at Davis-Besse Nuclear Power Station, Unit 1, authorized by NRC
Operating license No. NPF-3, and to the discussion of our findings with you and
others of your staff at the conclusion of the inspection. The purpose of the
,
inspectior. was to review the Steam and Feedwater Rupture Control System
modification.

The er. closed copy of our inspection report identifies areas exantined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
.
No violations of NRC requirements were identifled during the course of this

inspection.
In accordance with 10 CFR 2.790 of the Cocinission's regulations, a copy
of this letter and the enclosed inspection report will be placed in the
NRC Public Docunent Room.
We will gladly discuss any questioni you have concerning this inspection.
