Subject: Inspection 50-320/88-13

This refers to the routine safety inspection conducted by site inspectors from

August 6 to September 9,1988, of activities authorized by NRC License No. DPR-73

and to discussions of our findings held by Mr T. Moslak of our office with Mr.

F. Standerfer and other members of your staf f on September 9,1988.

Based on results of this inspection, no violations were identified.

The recent occurrences during plasma arc cutting that have raised airborne and

loose surface contamination levels in the reactor building are a concern to us.

Although no significant safety or radiological consequences resulted, these occur-

rences represent a negative performance trend in controlling contamination. We

understand that you share our concern and are taking immediate and long-term ac-

tions to in, prove conditions. At this time, we consider these actions acceptable.

No response to this report is required unless there are misunderstandings in the

accuracy of the documentation.

Also, this letter acknowledges receipt of your letters dated June 3 and July 8,

1988, in response to the violation of the fire protection program requirements

identified in Inspection Report No. 50-320/88-05. The actions described in your

letter will be reviewed in a future NRC inspection.
