Gentlemen:
This refers to the inspection conducted by Messrs. J. E. Bess, D. L. Garrisen,
J. I. Tapia, and D. M. Hunnicutt of this office during the period August 1-31,
1988, of activities authorized by NRC Operating License NPF-76 and Construction
Permit CPPR-129, for the South Texas Project, Units 1 and 2, and to the
discussion of our findings with Mr. J. T. Westertreter and other members of your
staff at the conclusion of the inspection.
Areas examined during the inspection included plant status, licensee actions on
previous inspection findings, review of licensee action on reported
events (LERs), operational safety verificatior , ESF system walkdown,
maintenance observations, surveillance observations, loose part monitoring
system test - Unit 2. remote reactor shutdown test - Unit 2, control rod system
test - Unit 2, fuel handling building inspection - Unit 2, QA program (test and
experiments) review - Unit 2, design changes and modification - Unit 2,
preoperational test witnessing - Unit 2, and allegation follow-up - Unit 2.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the NRC inspectors. The inspection findings are documented in
the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
