Grand Gulf Nuclear Station, Unit 1, Safety Evaluation of Post Warranty Run Operational Readiness Report By letter dated October 10, 1985, the Mississippi Power and Light Company (MP&L) submitted a report entitled " Grand Gulf Nuclear Station, Unit 1, Post Warranty Run Operational Readiness Review," September 1985, by the MP&L Safety Review Comittee (SRC) Special Subcommittee for Review of Plant Operational Readiness.

This report documents the Special Subcomittee's review and evaluation of the Grand Gulf Nuclear Station, Unit 1, operational readiness following completion of the 100-hour warranty run. Submittal of this report satisfied License Condition 2.C.(4)(a) which required a review to independently verify readiness of the plant and operating staff to conduct safe plant operation. The SRC Special Subcommittee's report, which was reviewed and endorsed by the MP&L full SRC, concluded that " observing normal procedural controls, the plant and person-

nel are ready to continue with commercial operation." Several recommendations were made for improving the safety of operation but these recommendations were not considered as requirements to be met for continued safe operation.

The NRC staff has reviewed the report by the special subcommittee of the MP&L SRC. The staff's evaluation is enclosed. In general, the staff is in agreement with the SRC Special Subcommittee's conclusions and recommendations. The staff finds no comments or recommendations which it requires to be implemented for continued plant operation. The recommendations, when implemented, should either improve safety or at least not be a detriment to safety.

The recommendations of the SRC Special Subcommittee are well founded and should receive MP&L management attention. The improvement of conditions in two areas should be given priority by MP&L; the minimal attendance at the Plant Safety 8604170496 860407 PDR ADOCK 05000416' P PDR
