SUCJECT: GRAND GULF NUCLEAR STATION (CCNS), UN!1 1 -

LICENSE AMENDitENT REQUEST DATED AUGUST 19, 1988 By letter dated August 19, 1988 System Energy Resources, Inc. (the licensee) requested changes to the GGNS, Unit 1, Technical Specifications (TS) in response to Generic Letter 87-09 regarding TS Sections 3.0 and 4.0. With regard to TS

Section 3.0.4, the proposed changes would provide new operational flexibility for some TS and would provide requirecients equivalent to present TS for others.

The proposed changes to Surveillance Requirements 4.0.3 would provide additional tine (24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />) to make surveillance tests in certain cases where the test was not run within the specified time interval rather than require plant shutdown for missed surveillance tests. The proposed change to TS 4.0.4 would clarify the present TS 4.0.4 in light of revisions to TS 4.0.3.

The NRC staff is reviewing your submittal and finds that additional information is needed to complete its review. Proposed TS 3.0.4 and 4.0.3 should be rade the same as those in Enclosure 4 to Generic Letter 87-09. A safety analysis should be provided for each TS change that provides new operating flexibility because of the proposed chance to TS 3.0.4. The safcty analysis should dct.onstrate that each proposs TS change will result in an acceptable level of Safety for the specified operation of the fecility.
