l On November 1, 1984 the staff issued Facility Operating License NPF-29, I together with Technical Specifications (TS) and Environmental Protection Plan, for the Grand Gulf Nuclear Station, Unit 1 (Grand Gulf). Included f

in the Grand Gulf TS were the Radiological Effluent Technical

. Specifications (RETS). Section 6.13 of the TS referenced a Process Control Program (PCP) and prescribed the methods for its change.

2.0 EVALUATION i

The docketed submittal of a PCP dated April 27, 1982 by Mississippi Power j and Light Company (MP&L, licensee) received NRC approval by letter dated l November 19, 1982 from A. Schwencer to the licensee.

j Since 1982, a number of changes have been made in the Grand Gulf PCP and ,

l- reported to NRC in PCP revisions in accordance with Grand Gulf TS l

j 6.13.2. The latest of these, Revision 1, dated February, 1984, and I 4

submitted on August 31, 1984 as part of the Grand Gulf Semiannual

{ Radioactive Effluent Release Report for January 1-June 30, 1984, has been

]

reviewed for us by Franklin Research Center (FRC) as part of our j technical assistance contract program. Their report (the enclosed section from TER-C5506-590) provides their technical evaluation of the compliance of the Licensee's submittal with NRC criteria. The staff has

} reviewed this report, and agrees with the evaluation that the Grand Gulf l PCP, Rev. 1, complies with current NRC criteria and therefore is -)

acceptable on an interim basis for use with Grand Gulf TS 6.13. However, additional information listed in Attachment I should be addressed within j six months of the issuance of this safety evaluation, in another revision. j k

In additio'n, since the acceptability of this revised PCP is based on I

currently available guidelines, a future revision should address full compliance with 10 CFR 61 when revised guidance becomes available from NRC.

3.0 CONCLUSION

S The Grand Gulf PCP, Rev. 1 is acceptable on an interim basis.

ATTACHMENT 1 Additional information to be addressed in another revision of Grand Gulf PCP, Rev. 1:

(1) State if the permanent solid raddaste system, 2 installed at Grand Gulf Nuclear Station, Unit No. 1, and as described in the Grand Gulf FSAR Section 11.4, has been utilized for solidification of wet waste.

(2) State if Grand Gulf has utilized a contractor to process wet waste. If l so, provide the following information:

'f e Name of contractor; o Type of system (mobile, dewatered, etc.);

o Reagent used; o Contractor's Process Control Program; o Type of waste container used.

l j (3) Describe the waste classification program for meeting the requirements

specified in Section 61.55 of 10 CFR 61.

(4) Describe the compliance program for meeting the waste stability requirements set forth in Section 61.56 of 10 CFR 61.

I l (5) State if Grand Gulf is planning or considering to increase the waste storage capacity beyond that described in the Grand Gulf FSAR.
