Gentlemen:
This refers to the inspection conducted by Messrs. H. F. Bundy and
T. 0. McKernon of this office during the period May 2-6, 1988, of activities
authorized by NRC Operating License NPF-42 for Wolf Creek Generating Station,
and to the discussion of our findings with Mr. Forrest Rhodes and other members
of your staff at the conclusion of the inspection.
Areas examined during the inspection included review of an event associated
with the loose parts monitoring system Technical Specification surveillance
procedure, plant modification testing, and surveillance procedures and records.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the NRC inspectors.
The inspection findings are documented in
the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
these violations, in writing,ules of Practice," Part 2, Title 10, Code of
in accordance with the provisions of
Section 2.201 of the NRC's R
' Federal Regulations.
Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
In responding to
Violation 482/8817-03 involving failure to promptly implement corrective action
for high rates of equipment failures, the licensee should address the issues of
trending high failure rates and shortening the periodicity of surveillance
tests for equipment with high failure rates.
The corrective action implemented
should provide"assurance that the plant will not be operated with
out-of-calibration equipment and instruments which might compromise safety.
The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
