Request for a Cost Estimate from Lcng Island Lighting Company (LILCO) for the Installation of Additional Circuitry at the Shoreham Power Plant EOF and Permission to Use Site and Company Property for Contingency Telecommunications In the event of an emergency at a nuclear station, the NRC would request the Boise Interagency Fire Center (BIFC) to be dispatched to the site with radio equipment for promptly establishing an off-site communications network betweer the Emergency Operations Facility and the Federal off-site monitoring team.

To accomplish this goal, the NRC had a communications survey .onducted by BIFC for each site nationwide. This survey identified the requirements for emergency radio-communication and any pre-installed equipment that would be necessary. The communications survey was conducted at the Shoreham Power Plant facilities by an NRC contractor representative on approximately June 25, 1987.

Based on this survey, NRC Region I is now initiating arrangements for the installation of contingency emergency telecommunications equipment at the Shoreham facilities. We are seeking your cooperation and assistance in establishing this capability. Your assistance is requested to obtain (1) a cost estimate for the installation of additional telephone circuits in the Emergency Operations Facility (EOF), and (2) permission for the NRC to install temporary antennas during emergencies, or as described below. The circuits and antenna locations are essential elements of our emergency telecommunications plan for Shoreham. It should be noted that communications equipment, other than the additional telephone circuits necessary to support them will only be installed at the communications sites in the event of an actual emergency or NRC participation drill and will be removed immediately at the termination of the emergency or drill .

We are seeking a LILCO cost estimate for labor and material to permanently establish three pair of two wire telephone circuits from the NRC room in the EOF to the building at the base of the microwave tower located in the substation adjacent to the EOF. The circuits should be terminated at both ends with WE-724 connectors and should be marked for "NRC Emergency Use Only."

These lines will allow installation of the base station equipment required to establish communications from the EOF to the NRC repeater system. The WE-724 connectors will be supplied by the NRC.

, 1. Reserve a ten foot area at the approximate 140 foot level of the microwave tower located in the substation area adjacent to the E0F for the emerger.cy installation of base station equipment and associated antenna,

2. Reserve a ten foot area at the approximate 240 foot level of the Shoreham West Meteorological Tower for tne emergency installation of repeater equipment and associated antenna.

If you agree to our request please indicate in your reply if the wiring installation for the E0F will be performed by LILCO and if not, please provide a listing of preference for sub-contractors. Following receipt of your estimate, NRC, Region I will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.
