IMPLEMENTATION OF EDO ACTION: PROPOSED REVISIONS TO 10 CFR PARTS 10,11,25 AND 95 The EDO approved the publication of the attached proposed rule revising 10 CFR Parts 10,11, 25 and 95 on July 16,1998.
Please implement the EDO's action by arranging for publication of the attached proposed rule in the Federal Register allowing 60 days for public comment.
Attached are 11 copies of the Federal Register notice for distribution as required.
Also attached is a Congressional letter package for transmittal to the Office of Congressional Affairs.
In addition, a copy of the draft regulatory analysis is attached for transmittal to the Public Document Room.

The NRC has sent to the Office of the Federal Register for publication the enclosed amendment to the Commission's regulations for access to and protection of classified information and access to special nuclear material. Specifically, this proposed rule, entitled "Conformance to National Policies For Access to And Protection of Classified information," amends 10 CFR Part 10,
" Criteria And Procedures For Determining Eligibility For Access to Restricted Data or National Security information or an Employment Clearance;" Part 11; " Criteria And Procedures For Determining Eligibility For Access to or Control Over Special Nuclear Material;" Part 25, " Access Authorization for Licensee Personnel," and Part 95, " Security Facility Approval And Safeguarding of National Security Information And Restricted Data" for the purpose of conforming NRC regulations to national security policies, to incorporate the results of the reorganization of the Office of Administration and to reflect a reassignment of responsibilities to the Deputy Executive Director for Management Services.
