On November 15, 1985, the USNRC issued IE Bulletin 85-03, "Motor Operated Valve Comon Mode Failures During Plant Transients Due to Improper Switch Settings." The 9yster Creek Nuclear Generating Station responded to that bulletin (Referenca 1) by stating that the Bulletin as written did not apply to Oyster Creek.

Subsequent to that submittal, discussions between Mr. Randy Blough (NRC) and Mr. John Rogers (GPUN) on October 14 and 17,1986 caused GPUN to broaden the scope of the bulletin at the Oyster Creek site to include two systems.

This agreement was documented by the NRC in Reference 2.

The GPUN Supplemental response to IEB 85-03 was submitted as agreed (Reference 3).

NRC Bulletin 85-03, Supplement I, was issued on April 27,1988, and served to broaden the scope of the original IE Bulletin.

GPUN has reviewed its supplemental response to the original Bulletin (Reference 3) and determined that NRC Bulletin 85-03 Supplement I:

1) adds no additional motor operated valves beyond the previous GPUN submittal; and, 2) requires no additional information to be submitted on the valves previously evaluated as GPUN included all the valves required by Supplement I in its submittal of January 15, 1988.

Therefore, no new information is required, and the remaining action items of this bulletin supplement are considered to have been completed as documented in Reference 3.
