Gentlemen:

Enclosed for your review, prior to our scheduled meeting of June 21, 1988,

is the SALP 7 Board Report for the LaSalle County Station, Units 1 and 2,

covering the period November 16, 1986 through March 15, 1988.

In accordance with NRC policy, I have reviewed the SALP Board Assessment and

'

concur with the assigned ratings. It is my view that Commonwealth Edison

Company's conduct of nuclear activities in connection with the LaSalle County

Station shows an appropriate concern for nuclear safety. Although current

performance has improved at compared to SALP periods 3, 4 and 5, I believe

Commonwealth Edison needs to maintain their effort to sustain this long-term

improving trend in order to achieve superior perf ormance. Highlights of the

report are set forth below:

1. The Assessment of Performance of LaSalle County Station indicated ten

Category 2 ratings, one Category 2 with an improving trend and one

Category I rating. These ratings reflect acceptable performance in all

functional areas.

2. The area of eme"gency preparedness received a Category 2 with an improving

trend rating which is an improvement from the Category 2 rating received

during the previous SALP period.

3. The area of licensing activities recaived a Category ) rating which is Ln

improvement from the Category 2 rating received during the previous SALP

period.

4. For the area of maintenance, it was recommended by the SALP Board that

you increase your attention to belance of plant maintenance.

u. For the area of surveillances, the SALP Board noted that your missed

surveillances, personnel errors, and ESF actuations continue to be a

matter of concern to the NRC,

6. The area of security received a Category 2 rating which is an improvement

from the Category 2 with a declining trend rating received during the

previous SALP period.

meeting on June 21, 1988, we aisc solicit written comments within 30 days

after the meeting to enable us to thoroughly evaluate your comments and to

provide you with our conclusion relative to them.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room.
