Dear Mr. Murley:

Reference (a) requested an amendment to the Technical Specifications to permit continued operation for 90 days if Rock River flow decreased to less than 700 cfs.

This amendment was requested due to the severe drought conditions in Northern Illinois.

In recent weeks, the Byron area has received sufficient rain to preclude reaching the 700 cfs flow rate.

In addition, the restriction of ice cover;.ng across the river, which is expected to occur in December, would further limit the duration of the proposed I

amendment.

For these reasons, the license amendment requested in reference (a) is hereby withdrawn.
