Background

By submittal dated May 20, 1988, the Departrnent of Energy (006) supplied the final Radiological and Engineering Assessment (REA) which requested the application of supplemental standards on the contaminated area for vicinity property 00 053. -

Discussion_

Uranium mill .allings were used as bedding raaterial for water and sprinkler l' ees throughcut Greenmount Cemetery. The' surface gamma readings ir Jicates that contan.ination may be evident from five to ten feet from access roads into the grave areas.

The estimated gammi exposure range for the contaminated soil is between 14 to 7? pR/hr. Tne Ra-226 concentration in soil is between 2.6 to 506 pCl/gn.

The estimated extent of contamination is into the maintained grave areas.

There are 70 defined areas of contamination and the co3tamination is believed to result from the use of tai!ings as bedding for water and sprinkler lines, n Q

  • 2* JUL !2 W3 The proposed remedial action is to remove coritaminated material from the areas owned by the City. (This cost is estimated at $28,533.) The application of supplemental standards is requested to be applied to contaminated portions of the maintained grave areas. (The cost without application of supplemental standards would be $221,900.)

Because of the nature of the property and the low public health hazard versus the cost of remediation the application of supplemental standards should be applied.

As in any application of supplemental standards, tte concern with any possible future excavation remains. The probability of spreading contamination in this case may exist each time materials are excavated.

Therefore, every effort should be made by DOE to preclude the spread of contamination from this cemetery in the future.

Conclusion Based on my review of the subject REA, associated letters and in accordance with Criteria "c" of 40 CFR 192.21 and the NRC's "Guidelines for Ju nifying the Use of Supplemental Standards," in 40 CFR Part 192, dated July 3, 1986, 00E satisfied the criteria deemed necessary to apply supplemental standards. I recommend that concurrence be granted for the application of supplemental standards for the property designated at 00-053.
