SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-424/88-40 ANO 50-425/88-50)

This refers to the Nuciear i.egulatory Commission (NRC) inspection conducted by

A. Tillman on August 29, 1988 - September 2, 1988. The inspection included a

review of activities authorized for your Vogtle facility. At the conclusiori of

tne inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violations, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Notice

of Violation.

The violation described in the enclosed Notice is similar to a violation

contained in the Notice sent to you by our letter dated March 30, 1988.

Because "similar violations," at described in the NRC Enforcement Policy, are

of significant concern to the NRC, please give particular attention in your

response to the identification of the root cause of this problem and your

corrective action to prevent recurrence.

Your attention is invited to the unresolved item identified in the inspection

report. This matter will be pursued during future inspections.

In accordan e with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and i

security measures are exempt from public disclosure. Therefore, the enclosures l

to this letter with the exception of the report cover page, which presents a

nonexempt summary, will not be placed in the NRC Public Document Room.
