J. H. Goldberg, Group Vice President, Nuclear P.O. Box 1700 Houston, Texas 77001 Gentlemen:

This is to confirm arrangements made during a telephone conversation between Mr. H. McBurnett of your staff and Region IV staff on September 19, 1988, to reschedule an Enforcement Conference originally scheduled for September 15, 1988, at 9 a.m. (CDT).

The Enforcement Conference, which was postponed because of the projected arrival of hurricane Gilbert at South Texas Project, will be conducted via telephone between NRC staff and your staff on September 30, 1988, at 10 a.m. (CDT).

The purpose of the Enforcement Conference is to discuss an apparent violation regarding improper fire watches as documented in NRC Investigation Report No. 4-88-004, and an apparent violation regarding a failure to include appropriate acceptance criteria in closing out a maintenance work request as documented in NRC Inspection Report 50-498/88-46.

The referenced investigation report synopsis and inspection report were forwarded to you under separate cover. A proposed meeting agenda is enclosed.

Should you have any questions concerning these arrangements, we will be pleased to discuss them with you.

Sincerely, G010060006 000'703
