Duquesne Light Company recognizes the need for monitoring boric acid leakage onto carbon steel components as noted in Generic Letter 88-05 "Boric Acid Corrosion of carbon Steel Reactor Pressure Boundary Components in PWR Plants".
Procedural controls and systematic measures were instituted in 1982 per IE Bulletin 82-02, and improvements were made to reduce the potential for boric acid leakage.
Present plant procedures include provisions for visually inspecting Reactor Coolant System (RCS) components for leakage and the effects of boric acid corrosion.
Visual inspections are performed during heatup after each refueling outage.
The documented results of the visual inspections are evaluated and appropriate action taken to clean up boric acid deposits and resolve any leakage problems.
Enhancements have been Jientified based on the recent EPRI Report (RP 2006-18, dated April 1988) which emphasizes personnel awareness, good housekeeping practices, attention to all leaks, importance of proper reassembly of bolting
- closures, system walkdowns and documentation and tracking of leaks and repairs.
Revisions, as appropriate, will be made to the program by September 30, 1988.
These actions will provide an adequate program for addressing RCS leakage and boric acid corrosion concerns of the subject generic letter.
We believe the modified program will further enhance the site program for addressing Generic Letter 88-05 and the EPRI Report RP 2006-18.
