Dear Mr. Bradburne:

Permit me to refer to your attention, the enclosed letter I recently received from Mr.

H. John Lloyd of Waterford, Connecticut. As you can see, Mr. Lloyd experienced a very strong odor on Sunday, April 17th from about 2:00 p.m.

to 8:00 p.m. The odor made him ill and he fully believes it was related to some release from the nearby Millstone Nuclear Power Plant. He reported the experience the next day to appropriate officials - including an NRC representative at Millstone - although no apparent explanation was given.

Will you kindly look into my constituent's concern and provide me with some appropriate report. I will be most grateful.

Dear Senator,

On Sunday, April 17, 1988 from 2:00 P.M. to 8:00 P.M. something in the air came over my property.

Its odor was bitter and so powerful that my throat became sore and felt like it was closing up.

I had severe headache and felt nauseous, I felt sick so I went into my house to lie down. The odor wasn't as strong inside as it was outside.

3 hen I realized that this odor was coming from the Millstone Nuclear Power Plant.

I live east of the Millstone Plant with nothing but' a half mile of water between us.

The wind was blowing from the west.

The odor got weaker about 8:00 P.M.,

but the taste of whatever was in the air was still in my mouth the next day, v

I called the Waterford First Selectmans Of fice Monday morning and explained this experience to Karen Stergen, I also called The Nuclear Regulatory Commission at Mill-i Stone and spoke to Mr. Scott Barber.

Mr. Barber was unaware of this situation.

Its hard to believe that Millstone could release such a powerful substance into the air j

without per.nission f rom.!RC.

People are getting angry about the statements from these Plants that admit a week

or two later that they released a radioactive substance into the environment but say 4

it was a very small amount that will not affect anyone. Af ter the experience I had on the 17th I'm convinced that Millstone has released something very harmful into the j'

environment.

I want you to know that I feel that this is a lethal situation.

I'm very concerned about the adequacy of control at Millstone for releasing harmful sub-stances. Why aren't the NRC personnel at, Millstone aware of this type of release?

l, Another example of lack of control at Millstone is that for years we have had minor problems with Millstone about the Public Address system they use for paging people working at the site.

This system is allowed to get so loud its like the speakers are in our yards. This paging goes on day and night. When we request the speakers be turned down its like the people in charge are not aware of anything wrong.

At one time the Public Address system at Millstone was used on Sunday af ternoons for one employee to call another employee four letter words.

If the people at Millstone can't control a simple Public Address system how can they control lethal matters?
