Dear Senator Dodd:

Thank you for your May 6,1988 la+ter about the concerns of Mr. H. John Lloyd of Waterford, Connecticut. NRC review of Mr. Lloyd's concerns,has; concluded that the cdor he described is not attributable to the' Millstone. Nuclear' Power' Station.

Discussions with Mr. Lloyd found his concern about an odor from Millstone to be based on his belief that radiation mixed with water caused the smell he encountered.

Mr. Lloyd was advised that radiation releases from nuclear power plants do not cause smells and that a review of Millstone activities identified no source of the odor he described.

Mr. Lloyd also expressed anger about radiation releases to the environment being lethal.

He was advised that radiation release limits are conservatively determined to be safe and reasonable, and that releases are required to be as low as is otherwise reasonably achievable. He was further advised that radiation releases s

from Millstone are reviewed by NRC resident inspectors and radiation specialists, and that such releases are not a problem at Millstone.

Mr. Lloyd asked that Millstone be investigated before something horrible happens.

He was advised that there are four full-time NRC resident inspectors at Millstone and that regular inspections are also conducted by inspectors from the regional office. He was further advised that NRC inspections and performance assessments have confinned safe. operation of the Millstone plants and that current information does not indicate a need for an investigation.

Mr. Lloyd considers the Millstone public cddress system a nuisance.

NPC follow-up indicates this to be a past concern, not a present one.

The Millstone licensee is nonetheless reviewing this matter.for possible action.

Mr. Lloyd has been contacted by licensee management, who has given him day and evening telephone numbers to call about problems. Should he be dissatisfied with the licensee's response (s), Mr. Lloyd has the phone numbers of the NRC resident office at Millstone and of the residents' supervisor in the NRC Region I office.

He has also been informed of the availability of NRC inspection reports and as-sessments of l'qnsee performance at the Waterford Public Library.

A letter has been sent to Mi. Lloyd addressing his concerns; a copy is enclosed.

Dear Mr. Lloyd:

This letter describes our follow-up on your April 18, 1988 telephone call to the NRC resident inspectors' office at the Millstone Nuclear Power Station. You then expressed concern that radiation in water discharged from Millstone had caused a foul, metallic odor at your home in the Jordan Cove area from about 2-6 p.m. on April 17, 1988.

Your concern has been reviewed by the NRC Region I allegation review palel, and I have been designated to respond to you on this matter.

We understand that you attributed the foul odor to the Millstone plant because of an experience during your employment at Electric Boat some years ago. At that time, you smelled a similar odor and were told it was due to radiation being mixed with river water.

That was misinformation. Radiation released from nuclear facilities is at too low a level to cause smells. The recent Millstone 2 reactor vessel head seal leak to the containment building, either in air or mixed with seawater, is not a potential source of the powerful odor you described.

We asked Millstone plant management to review evolutions which may have caused the smell yov Bscribed.

They reviewed operating logs and activities such as system venting, cesel generator operations, sea water chlorination, and painting.

In addition, the Hillstone licensee contacted Pfizer Ir.:orporated, the New London Sewage Treatment Plant, and the Plum Island Animal Disease Center to see if an odor-causing evolution could be found. No cause for the odor you described was identified. NRC resident inspector review of the licensee's investigation resulted in inspector agreement with the conclusion that the described smell did not ori-ginate from Millstone.

My checks with individuals in this office have confirmed that, in our experience with nuclear power plants, we are aware of no occurrences of powerful foul smells being produced onsite and carried to offsite locations.

From.my telephone discus-sion with you on May 19, 1988, I realize that you are well aware of normal river and seawater smells and that the powerful odor you encountered was quite different.

i On the other hand, our checks have not identified any foul smell source at Mill-1 stone.

In our disc.ussions with Millstone site management, we have also identified your l

concern about the Millstone public address system bothering people near the plant.

l We understand this to be a past problem but not a present one.

The licensee is evaluating whether any action on their part is needed to address this concern.

I hope that the information in this letter is responsive to your concerns. Also, I understand that Millstone site management has been in contact with you and that the State of Connecticut Department of Environmental Protection is addressing your concern about the odor.
