Dear Mr. Schnell:
This letter is in reference to the telephone conversation between Mr. E. G. Greenman of my staff and yourself on April 3, 1986.
As we indicated to you, NRC has recently received an allegation, made under oath, that certain of your contractor employees have used drugs while on site at your Callaway facility. The infomant has requested that his identity remain confidential. The Enclosure to this letter provides a sunriary of the allegations.
The NRC has not rade an attempt to ascertain the accuracy of the information supplied by this infomant. Hcwever, if the infomation is true, there may be a question concerning the fitness for duty of certain of your contractcr employees who may have been engaged in safety-related activities. We, therefore, are providing the enclosed information so that you can take the appropriate action to make sure that drug abusers are/were not involved in activities needed to assure the public health and safety.
The encicsed infomation is being supplied in confidence and is not being placed in the Public Document Room. As we discussed during the above referenced call, appropriate safeguards should be applied to the enclosed infomation in view of its unsubstantiated nature in order to avoid an unwarranted invasion of privacy or defamation of character.
A similar letter is being sent to Daniels International Construction.
