GROUNDWATER MONITORING PROGRAM - SH0REHAM NUCLEAR POWER STATION Appendix B to Facility Operating License No. NPF-36 contains the Non-Radio-logical Environmental Protection Plan (EPP) for the Shorehan Nuclear Power Station. Section 4.2.1 of the EPP requires that a program be established, commencing at the initiation of low power testing above 5% power, to establish the effect'of station freshwater consumption on ground water levels and quality.

By letters dated January 3, 1985 (SNRC-1124), May 21, 1985 (SNRC-1162), and January 16, 1986 (SNRC-1224), you described the groundwater monitoring plan you propose to use to satisfy this requirement. The staff has completed its review of that plan..

The three Monitoring Wells (M-1, F-2, and M-3) and the one Control Wil C.1) proposed by the licensee are located so as the monitor both the upgradient (inland) and downgradient (seaward) effects on both groundwater levels and chloride content of the groundwater that may result from the station's use of its water supply wells. The nearest upgradient offsite wells are 2500 feet to the west and 2900 feet southwest of the station's wells. The nearest offsite downgradient wells are located on the beach on the north side of Wading River and the adjoining marsh, approximately 2100 feet north of the supply wells. The monitoring wells are located approximately 400 feet to the south-southwest, 900 feet to the south, and 2100 feet to the north, and the control well is 1500 feet to southwest of the station wells. The monitoring well to the north will determine the effects of the station groundwater withdrawal on the downgradient wells while the other monitorirg wells will indicate changes in groundwater level and chloride content before upgradient wells are affected.

The staff has also reviewed data on chloride concentration in the station supply wells during th'e years 1983-1985 and notes that station usage has not resulted in any noticeable increase in chloride concentration in the water withdrawn for plant use. We have also discussed these results with Mr. D. Picha of the New York State Department of Environmental Conservation. He had no objection to the proposed plan.
