Gentlemen:-
This refers to the telephone conference call conducted on May 24, 1988, with
you and other members of your staff, and Region IV personnel. This conference
call regarded certain findings documented in our NRC Inspection Report 50-298/
86-28, dated April 1,1987, and your June 17, 1987 response to those findings.
The subjects discussed during the conference call are described in the enclosed
Meeting Sumary.
In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter will be placed in
the NRC's Public Document Room.
Should you have any questions concerning this matter, we will be pleased to

COMPLIANCE WITH 10 CFR 50.49 AT COOPER NUCLEAR STATION
On May 24, 1988, representatives of Nebraska Pbblic Power District (NPPD)
participated in a telephone conference cell with NRC Region IV personnel to
discuss the findings documented id NRC Inspection Report 50-298/86-28 dated
April 1, 1987, and NPPD's re 90nse to that report dated June 17, 1987. The
participant list for the .. . phone conference is attached. The
conference call was held at the request of Region IV.

The NRC discussed its concern with the operability of certain items addressed
in NRC Inspection Report 50-298/86-28 and requested an update from NPPD
regarding the corrective steps noted in NPPD's June 17, 1987 response to the
report. The particular items discussed were:
1.
Boston Insulated Wire (BIW) Bostrad 7E Cable (Item 50-298/8628-01).

advised that BIW Bostrad 7E cable installations had been modified to
provide for conduit shielding of the cable.
2.
Kerite 600 Volt Cable (Item 50-298/8628-03). NPPD advised that an
operability analysis had been performed regarding this cable.
NPPD also
indicated that modifications at CNS may have replaced Kerite 600 volt
cable applications inside containment. NPPD offered to make further
comments regarding Kerite 600 volt cable in a subsequent telephone
conference call scheduled for Friday, May 27, 1988.

Raychem Coaxial Cable (Item 50-298/8628-04). NPPD indicated that
cable inspections to date had not identified use of this cable in EQ
applications but that inspection results were still being evaluated.

General Electric Electrical Penetrations (Item 50-298/8628-5). NPPD
advised that the EQ file nad been revised to clearly show the link

similarity comparisons have been completed.

NPPD advised that plant air
system pressure is limited to 110 psig and that EQ data packages have

been revised.-

Okonite Splices in Limitorque Motor Operators (Item 50-298/8620-09).
NPPD advised that it would address this item in the Friday, May 27, 1988
telephone conference call.
8.
Scotch Taped Splices and Blind Barrel Splices (Item 50-298/8628-08).
advised that the taped splices had been replaced and that these items
were addressed in a NPPD letter to the NRC dated August 24, 1987.
Region IV and NPPD agreed to further discuss items 2. , 3. , and 7. above in a
subsequent telephone conference cal'i at 1:00 p.m. (CDT) on Friday, May 27,
1988.
