Dear Sir:

In Section 7.3.2.13 of Reference (b), the Staff requested that we provide additional documentation regarding safety-related setpoint values during the Technical Specification development phase. Accordingly, enclosed please find:

1. One (1) copy of the Table Nos. 3-16, Revision 1, and 4-3, Revision 1, from the report " Westinghouse Setpoint Methodology for Protection Systems, Seabrook Station," Westinghouse Proprietary Class 2, January 1986 (Attachment B).
2. One (1) copy of the Table Nos. 3-16, Revision 1, and 4-3, Revision 1, from the report " Westinghouse Setpoint Methodology for Protection Systems, Seabrook Station," Westinghouse Non-Proprietary, January 1986 (Attachment C).

Also enclosed is a Westinghouse authorization letter, CAW-86-009, and accompanying affidavit and Proprietary Information Notice (Attachment A).

As Item (1) contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basia on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in Paragraph (b)(4) of Section 2.790 of the Commission's regulations.
