PROVISIONAL OPERATING LICENSE DPR-45 APPLICATION FOR EMERGENCY AMENDMENT TO LICENSE

Dairyland Power Cooperative requested an amendment to Technical Specifications in Reference 1, sabmitted February 4, 1986.

The proposed change modified Sections 4.2.3 and 2.6 to incorporate the replacement of Static Inverter IC, which supplies the 120V AC Noninterruptible Bus IC, with a larger inverter which has a backup power supply.

The analysis of the no significant hazards determination was enclosed in Reference 1.

The application for amendment was noticed in the Federal Register on March 12,1986.

The Nuclear Regulatory Commission has determined that the Technical Specification change is required prior to startup at the end of the current refueling outage, even though the inverter that is being installed is rated at SKVA, which is larger than the 1KVA Static Inverter IC, which Technical Specifications refers to, and will be loaded at less than 1KVA at the time of startup.

The refueling outage is proceeding on schedule.

The plant may reach a condition in which the inverter is required to be operable on April 6, 1986.

Since the application was not noticed until March 12, 1986, the earliest the NRC can issue the amendment under normal procedures is April 11,1986.

Therefore, Dairyland Power requests that the amendment be processed on an emergency basis.

Mr. John A. Zwolinski, Director March 26, 1986 BWR Project Directorate #1 LAC-ll488 DPC submitted the proposed mnendment as soon as we became aware that it was considered necessary for operation with the new inverter.

The application was submitted more than 60 days prior to when it was needed.

Therefore, DPC acted in a timely manner.

If the application is not now handled on an emergency basis, however, the plant outage may be extended by a minimum of 5 days.

DPC does not want to extend its refueling outage, waiting for a Technical Specification change, especially one that is essentially administrative in nature.

Therefore, DPC feels that expedited emergency processing of this Technical Specification change is warranted.

Mr. L.L. Smith, the contact for the State of Wisconsin, was contacted by telephone regarding this submittal on March 26, 1986.

The application fee for this amendment was submitted with Reference 1.
