SUBJECT:

NRC BULLETIN 88-01, DEFECTS IN WESTINGHOUSE CIRCUIT BREAKERS We have reviewed your interim response to NRC Bulletin 88-01 (NRCB 88-01) dated April 8, 1988 (TXX-88377). Your response comits to perform inspections outlined in Westinghouse Technical Bulletin NSID-TB-87-11 dated December 1, 1987 on the 48 Class 1E DS-416 breakers in Comanche Peak Unit 1 by fuel load (June 1,1989) and the Unit 2 Class 1E DS-416 breakers by Unit 2 fuel load (unscheduled). You have also committed to documenting and maintaining the inspection results in accordance with plant procedures, and plar.ing in inoperable status and controlling under site procedures any breakers not meeting the acceptance criteria of the technical bulletin.

The purpose of this letter is to clarify the staff's position that, absent good cause, the staff expects you to complete the short-term and long-term inspections required by NRCB 88-01 and to confirm in writing to the NRC that the corrective actions, if needed, have been completed, by no later than fuel load for each of your units. In providing this confirmation, you should follow the specific reporting requirements contained in the NRCB.
