ISSUANCE OF AMENDMENT NO.13 FOR THE ENRICO FERMI ATOMIC POWER PLANT, UNIT 1 - ALLOWED OUTAGE TIMES, EFFLUENT MONITORING, AND MOISTURE INTRUSION MONITOR (TAC NO. L51636)

Dear Mr. Gipson:

The Commission has issued the enclosed Amendment No.13 to Facility Operating License No. DPR-9 for Enrico Fermi Atomic Power Plant, Unit 1 (Fermi 1) (Enclosure 1). The amendment consists of changes to the Technical Specifications (TS) in response to your application dated January 28,1998.

The amendment revises the Fermi 1 TS to: (1) allow access control flexibility while maintaining similar level of controls over access; (2) establish compensatory provisions for cases when the Protected Area boundary temporarily will not meet the TS criteria; (3) eliminate redundancy between TS; (4) Revise Figure B 1; and (5) correction of typographical errors.

A copy of our related Safety Evaluation is also enclosed (Enclosure 2). The notice of issuance (Enclosure 3) will be included in the Commission's next regular biweekly Federal Reaister notice.
