l TERMINATION OF SPECIAL NUCLEAR MATERIAL (SNM) LICENSE NO. 1102 SNM 1102 will expire on January 31, 2005. TVA has no further need for this license; therefore, in accordance with ,
l the provisions of 10 CFR 70.38, we hereby request the license be terminated.
l The licensed material was authorized to be used at TVA's .
Western Area Radiological Laboratory (WARL), Muscle Shoals, l Alabana. The licensed material (one sealed cource) under l SNM 1102 has been transferred to the United States Department of Energy (DOE) at Los Alamos National Laboratory 1 to dispose of as nuclear waste. The sealed source was l leak-tested prior to shipping and transferring the material to DOE.
l A radiation survey is n'ot required to terminate SNM 1102, ;

The final responsibility for the Q A program for 10 CFR Pan 71, S$bpan H, Requirement, resides with TVA, Western Area Radiological Laboratory. The QA Program is implemented b'y William L. Raines, Manager, Envirer. mental Radioidgiui Monitoring and Instrumentation (ERM&l).
The Manager, ERM&I, is responsible for the overall administration of this QA Program, including training of personnel and all quality-related activities regarding the shipment of 2' Tubi neutron sources. These quality-related activities include, but are not limitid.to, inspection and identification of each DOT 6M upon receipt from LANL, or a Shipping Broker, as well as proper handling, packaging. inspecting, testing, and recording each shipment,
- 2. QA Program (10 CFR 71.105)
The management of TVA, Westem Area Radiological Laboratory, establishes and implements this QA Program based on the LANL manual, " Plutonium Beryllium'
(*PuBe) Neutron Source Recovery Program," dated March 1997, which is part of this QA Program. Training on the LANL manual for all QA functions is required before any quality related activities are performed. The QA Program will emphasize p control of the characteristics of the transportation package which are critical to safety.

All documbts related to each shipment of"'PuBe neutron sources will be controlled.
l The Manager, ERM&I, shall assure that all QA functions are perforned in accordance with the LANL manual.

- i. 4. Handling, Storage, and Shipping Control (10 CFR 71.127) l The procedures in the LANL manual will be followed conceming the handling, j storage, and shipping of transportation packages. Shipments will not be made unless tests, cettifications, acceptances, and dnal inspections have been completed.

- 5. Inspection Test, and Operating Status (10 CFR 71.129)
. Inspection, test, and operating s:atus of each transportation package for shipment of
"'PuBe neutron sources willbe documented. Transportation package status will be indicated by tag, label marking, or log entry.
Nonconforming parts or transportation packages will be positively identif ,d and segregated to avoid inadvertent use.
- 6. Quality Assurance Records (10 CFR 71.135)
Records of transportation package inspections and tests will be retained for three
_ years beyond the date this QA program ends. Records of each shipment will be retained for three years after each shipment occurs. The records will be identified and retrievable.
