. Dear Dr. Feigenbaum:

' This letter transmits the results of the NRC inspection conducted from -

September 21-25,1998, at Seabrook Station. The inspection focused on areas important

to public health and safety, and consisted of an independent evaluation of the motor-

operated valve (MOV) program associated with NRC Generic Letter (GL) 89-10, " Safety-

Related Motor-Operated Valve Testing and Surveillance." At the conclusion of the

inspection, the preliminary findings were discussed with members of your staff on

September 25,1998.

Based on the reviews completed and open items closed, the NRC is closing its review of-

-- the GL 89-10 program at the Seabrook Station and will review your long-term MOV

program under GL 96-05," Periodic Verification of Design-Basis Capability of Safety-

Related Motor-Operated Valves." North Atlantic Energy Service Corporation has

' demonstrated the design-basis capability of its safety-related MOVs and its use of up-to-

date industry test data to establish more conservative motor actuator capabilities was a

notable engineering strength of the GL 89-10 program.

'In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and the enclosure:: will be placed in the NRC Public Document Room (PDR).
