13 9.5 Location of Buildings On-Site The general layout and arrangement of the facilities / buildings at Advanced Nuclear Fuels is provided by Figure Il-10.l.

All f acilities covered by this license lie within a fenced exclusion area. A detailed dest *iption of these facilities is contained in Chapter 10 of this document. Those Mructural f acilities of significance which have been added since the last license renewal include a contaminated maintenance shop and a U 03 8 conversion-storage f acility connected to the UO2 Building; a f acility near Lagoon No. 4 for uranium recovery from liquid process wastes; a facility near Lagoon No. I for recovery of ammonia from liquid process wastes; an addition to the ELO facility to house development activities; additional warehousing for special nuclear material; proprietary dry conversion equipment within the UO2 plant and combustible waste incineration equipment within the Specialty Fuels Building.

9.6 Maps and Plot Plans The relationship of the Advanced Nuclear Fuels site to neighboring buildings and the City of Richland is shown on Figure 11-9.2.

The relationship of the Advanced Nuclear Fuels site to other population centers, land use features and geogrcphic features are shown on Figures 11-9.3, 11-9.4 and ll-9.5.

t 9.7 License History License No. SNM-1227 was first applied for on June 15, 1970 and first issued by the U.S. Atomic Energy Commission on December 14, 1970.

The license was revised in its entirety and reissued on July 18, 1974 with an expiration date of July 31, 1979.

Application for license renewal was submitted on May 31, 1979.

The license was renewed again on October 26, 1981 with an expiration date of October 31, 1986.

REV, 13 CHAPTER 11 ORGANIZATION AND PERSONNEL l l.1 Organizational Responsibilities It is the policy of Advanced Nuclear Fuels to conduct its business in a manner so os to assure that its facilities are safe from radiation and other nuclear hazards; that its operations will not be detrimental to the environs and to assure that personnel (both in-plant and of f-site) radiction exposures are maintained os low as is reasonably achievable (ALARA). In providing this assurance, conditions of applicable NRC licenses shall be complied with, and full regard shall be given to applicable NRC Regulatory Guides.

Responsibility for establishing and assuring odherence to this policy shall rest with the President of Advanced Nuclear Fuels Corporation, and exercised through the Vice President, Engineering and Production. This policy shall be implemented through appropriate delegations to managers responsible for porticular facilities processing or otherwise handling radioactive and nuclear materials. Each responsible mananer shall be required to know, understand and carry out the provisions of this policy and the procedures for its implementation.
