Gentlemen:

Subject: Special Inspection 50-322/86-03

This letter refers to a special inspection of the Radiochemistry Program

conducted by Mr. J. Kottan, Mr. J. Berry, Ms. K. Rabatin and Mr. C. Warren

during the period January 27 - February 14, 1986.

The results of this special

inspection are described in the NRC Region I Inspection Report enclosed with

this letter, and were discussed with members of your staff on February 7,

1986.

The results of this inspection raise serious concerns regarding the quality and

management of the Radiochemistry Program at Shoreham and the attentiveness of

Senior Management to identified program deficiencies. Notwithstanding our

telephone conversation on February 28, 1986, in which you outlined the problem

and the corrective actions you had taken or planned to take, we still have con-

cerns regarding the attentiveness of Senior Management to identified program

deficiencies. Our inspection found that serious deficiencies identified in May

and June of 1985 by a LILCO QA audit still existed in February 1986 and that

little progress in implementing effective fixes had been made.

An enforcement conference to discuss these concerns has been scheduled for

March 20, 1986, at 9:00 a.m. in the NRC Region I office in King of Prussia,

Pennsylvania.

In accordance with 10CFR2.790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room. Your cooperation with us is

appreciated.
