Dear Sir:

Enclosed is proposed Revision 19 to the YNPS Security Plan pursuant to the provisions of 10 CFR 50.54 (p). The significant changes reflect construction projects on the plant site which change drawings in the YNPS Security Plan and a modification to the metal detector testing criteria as discussed in Reference (b). Editorial changes were made to the List of Figures page for clarification. Attachment A describes the proposed changes and Attachment B contains the affected pages, which may be inserted in the YNPS Security Plan.

Page and text changes in this submittal are highlighted by sidebars in the margin.

Please note that NRC concurrence has not been received to proposed 10 CFR 50.54 (p) Revision 18 to the YNPS Security Plan. In addition, the Miscell.:neous Amendments / Search Requirements specified in Revision 16 will be implemented withiti the agreed schedules in Reference (c) subsequent to NRC approval.
