H.R. 6116. A BILL TO PROVIDE FOR Tile LICENSING OF FACILITIES FOR DISPOSAL OF SPENT NUCLEAR FUEL, TRANSURANIC WASTES' AND IflGI-LEVEL WASTES The principal effects of this Bill, since the Commission has aircady
- defined high-level waste to include spent fuel, would be:
(1) to extend NRC licensing authority to cover facilities desiqned exclusively for-
- receipt;of transuranic wastes; and (2) to define research and development facilities so restrictively to assure that virtually no storage' or disposal facilities could escape NRC licensing authority under the guise of research and development. We have no quarrel with these objectives.
Upon review, we would only. suggest that this Bill might present an opportunity to clear up the widespread confusion engendered by the use of the word
" storage" in the Energy Reorganization Act of 1974.
As you know, the Commission has defined " storage" to cover facilities desiqned for emplacement for more than 20 years, as well. as permanent disposal facilities. To-enhance public understanding of our licensing jurisdiction, we would suggest that the word " storage" on line 2 of proposed Section ?02(3) he 1
replaced by the words "long-term storege and disposal."
