Dear Mr. Keenan:

By "BSEP-96-0344, Application for Amends to Licenses DPR-62 & DPR-71,revising P-T Limits Curves Currently Located in Units 1 & 2 TSs & Deleting Current 8,10 & 12 Effective Full Power Yr [[Topic" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Test pressure-temp Limit Curves to Add New Ones|letter dated January 7,1997]], the Carolina Power & Light (CP&L) Company requested revisions to the pressure-temperature (P-T) limit curves in the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP), Units 1 and 2.- During the course of this review, the staff identified two ancillary issues which required additional NRC review beyond that necessary to approve the P-T limits TS amendment. The staff completed its review of the P-T limits TS

amendment and issued it by letter dated October 7,1997. Concurrent with the P-T limit amendment review, the staff continued its review of the two additionalissues.

. The first issue involves CP&L's evaluation of the January 17,1992, operating transient at i

BSEP, Unit 1. After discussions with the staff, CP&L completed and submitted a revised analysis of this transient. The reanalysis was the subject of the staff's review. The second issue involves the equivalent margins analysis (EMA) for the N-16A/B instrument nozzles.

These nozzles are welded to the beltline regions of the reactor pressure vessels at BSEP. At the staff's request, CP&L submitted the EMA for the N-16 A/B nozzles to demonstrate that the instrument nozzles would meet the fracture toughness requirements stated in Appendix G to Section XI of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code.

The staff has completed its review of these issues. Copies of the Safety Evaluations are enclosed.
