'Our understanding. is that the Commission has not received a fomal request to comment on these Bills, but they are virtually identical to the proposed L
. amendment introduced by Lundine last year to the FY 1980 DOE authorization
-j Bill. Mr. Dircks testified on this-amendment og -May 31', '1980 before the, House Interior Subcommittee on Energy and the Environment, and a copy of his testimony is. enclosed. After the failure of the Lundine amendment, Mr. Dircks also asked:FC to analyze the Moynihan Bill, on February 27, 1980,
