Gentlemen:

SUBJECT: REPORT NOS. 50-327/87-30 AND 50-328/87-30

Thank you for your response of November 10, 1987, to our Notice of Violation

issued on October 16, 1987, concerning activities conducted at your Sequcyah

facility. We have evaluated your response and found that it meets the require-

ments of 10 CFR 2.201. We will examine the implementation of your corrective

actions during future inspections.

Af ter reviewing your reason for denial of Violation 87-30-07, we accept the

denial as it pertains to surveillance instructions based on the fact that a

conscious decision was made not to implement that step. With regard to your

enhancement for documenting the basis for not implementing instruction steps

with "should" action verbs, we do not understand why you have limited this to

AI-47 which only pertains to test instructions. Consequently, it is requested

that you address how you intend to treat the word "should" in other plant

documents (instructions, procedures, workplans, etc.) Please provide a supple-

mental response with respect to this request within 30 days of the date of this

letter.

We appreciate your cooperation in this matter.
