VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE EDG STEADY STATE FREQUENCY REQUIREMENTS in a July 28,1998 letter (Serial No.98-435), Virginia Electric and Power Company requested amendments, in the form of changes to the Technical Specifications and to Facility Operating License Numbers NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2, respectively. The proposed changes will revise the emergency diesel generator section to be consistent with station procedures associated with steady state conditions and Westinghouse Nuclear Safety Advisory Letter, NSAL 93-022. Since that

submittal, license amendments (No 214 and 195 for Units 1 and 2, respectively) were issued by the NRC, which affects the same Technical Specifications pages. Therefore, j -

marked-up and typed pages of the original proposed changes are provided on the current approved Technical Specifications pages for both Units 1 and 2. The proposed Technical Specifications changes, as a mark-up and typed pages, are provided in !IU A b [

Attachments 1 and 2, respectively.

Please ute the pages provided in this letter to perform your review of the proposed Technical Specifications changes. There are no additional proposed changes included in this submittal.
