SCHEDULE FOR IMPLEMENTATION OF MODIFICATIONS FOR ANTICIPATED TRANSIENTS WITHOUT SCRAM (ATWS)
By letter dated July 31, 1985, you submitted design concepts for implementa-tion of modifications for ATWS along with proposed schedules. As you know, 10 CFR 50.62 prescribes a final schedule which shall be " mutually agreed upon by the Commission and the licensee." By letters dated November 22, 1985 and December 18, 1985, you indicated a concern that reviews of your conceptual design would not be sufficiently timely so that you could meet your original proposed schedule, which called for completion of ATWS modifications prior to startup from cycle 9/10 refueling outage which would be in the spring of 1987.
Our schedules indicate that the review of plant specific designs will be started in the summer of 1986.
For this reason it appears that a more appropriate implementation schedule for ATWS modifications is the first refueling outage 12 or more months after the staff's concurrence with your design approach. Therefore, pursuant to 10 CFR 50.62(d), you will be required to complete all ATWS modifications prior to startup from the first refueling outage commencing at least 12 months after staff approval of your proposed design.
