ISSUANCE OF NOTICE OF PARTIAL DENIAL 0F AMENDMENT Enclosed for your information is a copy of the Notice of Partial Denial of Amendment and Opportunity for Hearing related to your application for amendment dated February 8, 1988. This application consisted of four items to be changed in the Fort Calhoun Technical Specifications regarding radioactive effluents.
The two items that were denied by the staff would have (1) relaxed the current TS requirement to control airborne radioactive effluents on an instantaneous basis, and (2) allowed the use of a non-standard format for reporting radio-active effluent releases. The proposed amendment would have changed TS 2.9.1 and its basis by deleting the word "instantaneous" and stating "to ensure that these releases result in an annual dose from radioactive materials in liquid and gaseous effluents released to unrestricted areas that are within the limits specified in 10 CFR Part 20."
In TS 5.9.4 it would delete the phrase "as outlined in Regulatory Guide 1.21, Revision 1." _ These items were not approved for the reasons given in our Safety Evaluation dated May 4, 1988.
The notice has been forwarded to the Office of the Federal Register for publication.
