NRC ENHANCED OPERATIONAL INSPECTION OF RANCHO SECO
This refers to the Enhanced Operational Inspection conducted by J. L. Crews
and others of the NRC staff and our consultant during the period August 1-9,
1988 of activities authorized by NRC License No. OPR-54, and to the discussion
of our findings held with 0. R. Keuter and other members of your staff on
August 9, 1988.
Areas examined during this inspection are described in the Enclosure. Within
these areas, the inspection consisted of selective examination of procedures
and representative records, interviews with personnel, and observations by the
inspectors.
This inspection provided an opportunity for our inspectors to observe the
performance of your plant operators, particularly licensed operators in the
Control Room, during the conduct of special power ascension tests which
presented unusual challenges to the operators.
As discussed in the enclosed

inspection report, the actions by the control room operators were judged by
the NRC's inspection team to reflect favorably upon their alertness as well as
the t. kills and knowledge they had gained through operator training programs.
It is also our view that your generally cautious approach to date in bringing
the Rancho Seco plant into full power operation over an extended period of
several months has been an important factor contributing to a relatively
uneventful return of the plant to safe operation.
We look forward to a
continuation of this cautious approach as you move toward completion of the
remaining phases of the power ascension program and a return to commercial
operation.
No violations with NRC requirements were identified within the scope of this
inspection.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosed
inspection report will be place in the NRC Public Document Room.
