Thank you for the 10 CFR 50.71(e) submittal of revision 7 updating the Quality Assurance Program Description (CAPD), Chapter 17.2, included in your 1988 FSAR updates. We have reviewed the changes incorporated in this submittal and had discussions with members of your Quality Assurance Division during a site visit on September 1, 1988.

Certain of the items listed below which were discussed during our site visit were agreed to be reductions to prior connitments. However, we understand that these items, along wi;h other discussion items, will be revised as discussed to resolve our concerns, and will be included in an update scheduled to be issued during October 1980. We will review those items in that submittal. The items discussed were:

1. Page 17.2-3, fifth paragraph (Organization);
2. Page 17.2-15, section 17.2.2.5 (Program Review); ,
3. Page 17.2-37, section 17.2.12.3(CalibrationAccuracy);
4. Page 17.2 a2, section 17.2.15.1 (Nonconformance); and
5. Page 17.2-53, table 17.2-1, item 4 (ANS 3.2 Conmitment).

Based on the above review, discussions, and agreements reached rqarding the above five items, your QAPD continues to meet the requirements of 10 CFR Part 50, Appendix B, and is therefore acceptable.

If there are ch.inges to other operative 0A connitments existing in docketed correspondence outside of Chapter 17.2 of the UFSAR, you are obligated to notify this office. Implementing such changes should be based on 10 CFR 50.54 (a)(3) or 10 CFR 50.55 (f)(3) as appropriate.

We appreciate your timely submittal of the infomation required by 10 CFR 50.54 (a)(3). However, we note that your submittal did not indicate what changes had been made or the reasoning behind them. We would appreciate future transmittals of changes to your QAPD to include such infomation.
