Vermont Yankee Operational Ouality Assurance Manual (VOOAM) Revision 1 Enclosed for your inforrdon is Revision 1 of the Vermont Operational Quality Assurance Program (VOQAM). His revision incorporates clarifications and organizational updates to the Quality Assurance Program for Vermont Yankee Nuclear Power Corporation (VYNPC).
VOQAM Revision 0 (formally YOQAP-1-A, Revision 27) was adopted by VYNPC as described in Reference (a), and became effective on May 1,1998. Revision 28 of YOQAP-1-A was originally submitted to the NRC for information and review on June 23, 1997, and withdrawn via Reference (a). He ,
organizational changes defined in Revision 28 were implemented at the time of the submittal following !
completion of a 10CFR50.54(a) evaluation that revealed no reduction in commitments as a result of the changes. Revision 1 of VOQAM includes those changes.
An evaluation has been performed on the changes in VOQAM Revision 1 to determine if any requirements in the QA Prcgram previously approved by the NRC were deleted or made less effective, thereby constituting a reduction in commitments. This evaluation also assessed the revised program for compliance p with the criteria of 10CFR50, Appendix B. ) ,
I I The major change in this revision is the removal of all references to the Yankee Atomic Electric Company 1 (YAEC) and its Yankee Nuclear Services Division (YNSD) as discussed in reference (a). All other changes reflect organizational adjustments as a result of realignment of responsibilities, title changes, or creation of new positions. These clarifications and organizational changes do not constitute a reduction in
< commitments, and the revised Program continues to satisfy 10CFR50 Appendix B criteria. (See Attachment A for a description of all changes.)
