Emergency Response Facility Audit Open Item

Dear Sir:

One of the open items from the Region 1 inspection report of the Emergency Response Facilities (ERF) appraisal conducted at the Yankee Nuclear Power Stati n during the period of March 30, 1987 through April 3, 1987 (Reference (b)) was as follows:

"The licensee does not have the capability to calculate a site boundary thyroid dose from the Control Room and TSC (50-29/87-05-04)."

In our initial response to this open item (Reference (c)), we committed to implementing three new nomograms for calculating site boundary thyroid dose rates by February 1988. This commitment has been met. We also committed to upgrade our handheld programmable HP41-C calculator methodology to project site boundary thyroid dose rates by June 1988. The intent of this letter is to modify the implementation date of the upgraded HP41-C calculator methodology until the end of December 1988.

This modification of implementation date of the upgraded HP41-C calculator methodology is to allow us time to convert the functions of the i HP41-C calculator onto a lap-top microcomputer. The conversion to a lap-top computer will allow the software to be developed and maintained in a standard programming language (e.g., BASIC or FORTRAN). The increased capability of a l lap-top microcomputer will also result in the development of a software package which would produce dose projections more compatible with the more sophisticated PC-based dose projection methodology used in the EOF. The postponement of implementation of the lap-top dose prejection methodology will l

not affect the Control Room or TSC's ability to project site boundary thyroid i dose rates since site boundary thyroid dose rate nomegrams have already been I developed and implemented.
