. Trojan Emergency Plan Change, Ammendment 13 The subject Ammendment 13 of the' Trojan Emergency Plan'was submitted under cover letter TDW-297-88, dated April 15, 1988. to this memorandum is a detailed review of the changes submitted. provide clarifications to some changes.
The overall effects of the changes were minor, being directed toward updating the plan to reflect current titles and to add an additional outlet to their Emergency Broadcasting System.
The licensee is being notified that the changes meet the provisions of 10 CFR 50.47(b) and.the requirements of 10 CFR Part 50, Appendix f.

Figure 6-5 of the Overview Section deletes discussion of dose rate at containment (7.5 E-3 R/hr) as possibly being an indication of fuel melt.
Why was this deleted?
LICENSEE RESPONSE:
We now have proper instrumentation to give us this information.
An Area Radiation Monitor in the containment has been environmentally qualified for continuous operation in all atmospheres of the containmnet.

On Page OV 6-9, second paragraph, is a discussion on remotely activating the Emergency Broadcasting System during the off hours.
Is KOHI also activated?
If so, the discussion does not leave that impression.
LICENSEE RESPONSE:
Radio station K0HI will not be activated remotely.
It will be activated manually.
Equipment has been installed to tape and rebroadcast KBAM announcements over K0HI.

On Page PGE 3-55, Section 3.8.5.1, the revision deleted the task of performing cold startup of area radiation and ventilation as one of the duties of the radiation protection technicians.
Why was this deleted?
LICENSEE RESPONSE:
Since we felt that the radiation protection technicians would likely be occupied in other tasks during an j
emergency, we transferred this responsibility to the dose assessment l
group.
