Regt.est for Authorization to Conduct Fuel Handling Operations With the Hydrogen Mixing Fans and the Containment Coolers Out of Operation - Callaway, Unit 1 By letter dated January 9,1986, you requested NRC review of your request for authorization to conduct fuel handling operations with the hydrogen mixing i
fans and the containment coolers out of operation. The existing FSAR analysis assumed these systems to be operating during a fuel handling accident inside containment thereby providing dilution for airborne activity inside of the containment building prior to release.
I You provided a new analysis of the fuel handling accident which calculated the radiological consequences of a dropped fuel assembly and assumed that the hydrogen mixing fans and containment coo!ers were not in operation.
The NRC staff has ccmpleted its review of your request to carry out fuel handling operations with the Callaway hydrogen mixing fans and containment coolers out of operation. Our independent review of a postulated fuel hand-ling accident, with no credit given for mixing within the containment building due to operation of the hydrogen mixing fans and the containment coolers, resulted in doses within the low population zone and the exclusion area boundary well within the 10 CFR 100 dose guidelines.
Based upon your submittal and our independent analysis summarized above, we conclude that your proposal to carry out fuel handling operations with the hydrogen mixing fans and containment coolers in operable is acceptable.
