EVALUATION OF DAIRYLAND POWER COOPERATIVE'S TECHNICAL SPECIFICATIONS CONCERNING TYPE A CONTAINMENT INTEGRATED LEAK TESTING (TAC 48681)

Re: La Crosse Boiling Water Reactor By letter dated Cooperative August (the 5,)1975, licensce the NRC determine requested that if containment Dairyland testing Power was being conducted pursuant to 10 CFR Part 50, Appendix J. The licensee's resonnse, by letter dated September 9, 1975, described the areas in which the LACRWR program differed from Appendix J. In a subsequent letter dated May 13, 1982, the licensee identified one additional difference from Appendix J, pertaining to the maximum allowable leakage rate. Also contained in the 1982 letter was the licensee's justification for maintaining the previously established LAC 8WR leak rate testing program, and a request for the staff to review the La Crosse Technical Specifications section regarding Type A containment integrated leak testing.

The staff has reviewed Section 5.2.1.1 of the LACBWR Technical Specifications in comparison with Appendix J of 10 CFR Part 50. The requirements, in part, state that prior to resumption of plant operation following a shutdown involving a Type A test, the containment leakane rate shall be less than or equal to 75 percent of the leakage measured during the 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> test period at a pressure of 52 psig. The staff agrees with the licensee in that this section of the Technical Specifications conforms to Appendix J requirements.

No further action is required by Dairyland on this issue. This letter closes out the staff's sction on this item.
