NRC Inspection Report 50-277/88-18:50-278/88-18 Dear Mr. Kane Your letter dated July 28, 1988 transmitted the referenced Peach Bottom Inspection Report and requested that Philadelphia Electric Company respond to NRC identified deficiencies in the General Employee Training (GET) Requalification Program.
This letter addresses those concerns, which are discussed in section 11 of the inspection report.
The GET Requalification Training Lesson Plan was revised on August 16, 1988 to addreas each item identified in the report with the exception of the one item that recommended covering the Restart Program and associated commitments in GET Requalification.
Accordingly, the classroom instruction has been expanded to incorporate these items.
A Nuclear Quality Assurance Audit completed September 1, 1988 confirmed that these items were corrected.
The Restart Program (Plan) and associated commitments are not covered in GET Requalification because employees attend GET Requalification only once a year and more prompt and effective means of commurtication have been employeed to describe tne Restart Plan to employees.
Major elements of the Restart Plan and the progress of restart activities have been the topic of numerous articles in periodic Company publications, such as "Perspectives" and "Susquehanna Light", and special bulletins concerning the Restart Plan have been issued by the Plant Manager / station Vice President to all station G

These communications reach all station employees at the same time on a routine basis.
During February 1988 a series of "all-hands" meetings were convened and all Peach Bottom employees, including centractors, had the opportunity to hear personally from the station Vice President, Plant Manager and Project Manager about the Restart Plan.
Management presented its 1988 goals and objectives, the valueu and standards they are supporting, and the philosophies behind them.
