This letter transmits the findings of the routine resident s1fety inspection

by Mr. T. P. Johnson and others on June 4 to July 15, 1988, at the Peach

Bottom Atomic Power Statien, Delta, Pennsylvania. These findings were based

on observation of activities, interviews, measurements and document raiews,

and have been discussed with Mr. J. F. Franz of your staff.

A copy of this letter and the enclocures are being placed in the NRC Public

Document Room.

Within the scope of this inspection, no violations were observed. However,

we are concerned that your General Employee Training (GET) requalification

program has not incorporated actions to correct previously identified

weaknesses or recent program changes and improvements associated with the

restart plan. NRC observed deficiencies in December 1987 (NRC Inspection

277/87-29; 278/87-29) have apparently not been addressed. Please respond to

these GET program concerns addressed in section 11.0 of this report.

The response directed by this letter is not subject to the clearance

procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 95-511.
