Response to Generic Letter 88-03 Gentlemen The subject Generic Letter requests confirmation that the monitoring and corrective procedures required by IE Bulletin 85-01 are in place and will continue to be maintained. As discussed in Reference (c). New Hampshire Yankee (NHY) has implemented procedures for monitoring fluid conditions in the Emergency Feedwater (EFW) System, for recognizing steam binding and for restoring the E W to operable status. This response documents the NHY commitment to maintain these procedures in place.

As stated in Reference (c), in order to monitor fluid conditions in the EFW system, shift operating personnel monitor the temperature of the EFW discharge header every four hours while the unit is in Modes 1, 2, 3, or 4, in comparison to the once-per-shift frequency specified in IE Bulletin 85-01.

Abnormal procedure 0S1236.02, "Response to EFW Check Valve Back Leakage",

provides the specific steps required to be taken to prevent steam binding of the EFW system. Although these steps are designed to prevent stes;n binding, they would be equally effective in restoring pump operability should steam binding occur. To ensure that this procedure will be maintained, it will be revised to provide "protected step' status. This revision is expected to be completed by July 15, 1988.
