I am enclosing a copy for your information and hope it will be useful to you. As you review the information, please keep in mind that each listed strength and weakness corresponds to a statement in the report, that all listed strengths and weaknesses are not equally weighted, and that che conversion of strengths and weaknesses into the matrix "pluses" and "minuses" involves subjective judgerrent by NRC management.
